PROBLEM TO BE SOLVED: To provide a flapping device capable of achieving beat-up motions and beat-down motions in the direction fore and aft and giving wings a rotation round the wing shaft so as to enlarge the lift at the timing of turning-back of the motions. SOLUTION: The flapping device 1 is equipped with a first disc 101 rotating with a drive source 1000 and a second disc 102 to rotate in contact with the main surface of the first disc 101. The second disc 102 is furnished with a first stopper 105 and a second stopper 106 for restricting the rotating angle. In the condition that either stopper is in contact with the first disc 101, the wing shaft 108 rotates only with the rotation of the first disc 101, and in the condition that no stopper is contacting with the first disc 101, the wing shaft 108 rotates only with the rotation of the second disc 102.
