PROBLEM TO BE SOLVED: To provide a valve timing control device of an internal combustion engine placed in a variable valve timing mechanism having a locking mechanism and allowing for suitable suppression of lock release error. SOLUTION: The valve timing control device for controlling the variable valve timing mechanism having the locking mechanism calculates a waiting time WAT based on the temperature of coolant water if it receives timing advance request immediately after engine start during the operation of the locking mechanism.
