<p><P>PROBLEM TO BE SOLVED: To provide an operation control system capable of setting and changing a criterion value of each crew without via operation of an operation manager. <P>SOLUTION: This operation control system is provided with an on-vehicle device 1 storing operation control data including vehicle status data necessary for operation control and a server 4 on a base station side for data communication with the on-vehicle device 1. The server 4 is provided with an analysis means 401 analyzing the contents of the data transmitted from the on-vehicle device 1, a criterion value decision means 402 comparing the data contents analyzed by the analysis means 401 with a predetermined operation control data for deciding the criterion value according to the comparison result.
