<p><P>PROBLEM TO BE SOLVED: To provide an existing pipe renewal jacking method and an excavating device capable of supplying the pressurized fluid between a water-cut plug and an excavator by providing a moving water-cut plug in front of the excavator, in a jacking method for the work for excavating to renew the existing pipe by filling the pressurized fluid inside the existing pipe. <P>SOLUTION: The traction moving type water-cut plug 3 is provided in front of the excavator 1, and synchronously moved with the excavator 1. The pressurized fluid discharged from a pump 22 and controlled in the pressure thereof is supplied between the water-cut plug 3 and the excavator 1. Excavated earth 12 is discharged by a screw conveyor 16 provided in the excavator 1 and a vacuum earth discharge pipe 18.
