PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing yellow developer having excellent color developability and stability of a charged state, and a method and an apparatus for forming color images having excellent image qualities by using the yellow developer, respectively. SOLUTION: The yellow developer is prepared by mixing toner with a carrier, the carrier is provided with a coating layer having the ruggedness derived from the particles included in the coating layer. The toner is obtained by dissolving or dispersing a prepolymer comprising at least a modified polyester resin and a toner composition including a compound which extends and/or crosslinks with the prepolymer in an organic solvent, crosslinking and/or extending the dissolved or dispersed substance in an aqueous medium, and then removing the solvent from the obtained dispersion liquid.
