PROBLEM TO BE SOLVED: To provide a thermoplastic elastomer composition into which a large quantity of a non-halogenated flame retardant can be incorporated to give sufficient flame retardancy, and which is excellent in mechanical characteristics, flexibility, processability and adhesiveness, and is useful as a substitute for a flexible vinyl chloride resin composition. SOLUTION: The thermoplastic elastomer composition comprises a flexibilizer component and a component for imparting strength. An ethylene/acrylic rubber is used as the flexibilizer component. Examples of the components for imparting strength used include a high-density polyethylene, a polypropylene, a polystyrene, a polyurethane, a polyamide, and a styrenic thermoplastic elastomer comprising e.g. a polystyrene/polybutadiene/polystyrene block copolymer (SBS). The weight ratio of the flexibilizer component comprising an ethylene/acrylic rubber to the component for imparting strength is (2:8) to (8:2).
