<P>PROBLEM TO BE SOLVED: To reduce power consumption of a communication part mounted in a metal enclosure in a non-contact communication system such as FeliCa system. <P>SOLUTION: By output level adjustment processing, the output level of an amplifying part is increased stepwise from an initial value, the communicable level is maintained, and information recorded in a non-contact IC card is read out to cope with the variation in communication sensitivity caused by the variation in mutual inductance of a communication system of a reader device and the non-contact IC card and reduce power consumption as compared with the case where the output level of the amplifying part is always in a very high state.
