DATA READER, MOVING PICTURE TRANSMITTING DEVICE, AND MOVING PICTURE REPRODUCING DEVICE

PROBLEM TO BE SOLVED: To provide a moving picture transmitting device and a moving picture reproducing device that can transmit the contents of sound to a user even when a reproducing device that the user uses does not output (or hardly outputs) the sound.

SOLUTION: The data reader comprises a storage means of storing 1st data including at least sound information and 2nd data at least including information on characters or symbols including information having the same contents with thesound information, a judging means of judging whether conditions for outputting the 1st data are met as to an information output device outputting the 1st data or 2nd data, and a readout means of reading the 2nd data out of the storage means when the judging means judges that the conditions are not met.
