PROBLEM TO BE SOLVED: To simplify connection to an external apparatus, and to prevent overcharging with sure. SOLUTION: A power supply circuit 17 for charging with a constant current circuit is separately arranged from a charge control circuit 18. The power supply from the constant current circuit 17 is supplied to a battery 15 intermittently, and then it is supplied to the battery 15 continuously. A control signal S2 blocks a DC component using rectangular signal to detect an integrated value which supplies a power supply to the battery 15, while charging is forcedly interrupted by a timer 27.
