PROBLEM TO BE SOLVED: To provide a foam with a skin in which the skin is scarcely peeled off from an internal foam and a method for producing the foam. SOLUTION: The foam 8 with the skin is formed from a hollow body 5 obtained by blow-molding a thermoplastic resin and a particle foam 800 obtained by welding foamed particles 805 of a thermoplastic resin to each other, and the outer surface of the particle foam 800 is welded to the inner surface of the hollow body 5. In the particle foam 800, fragments 802 are welded into the foamed particles 805. The foamed fragments 802 are obtained by removing skin pieces produced by crushing the hollow body 5 from the crushed waste foam with the skin to be discarded by fractional treatment.
