PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner with excellent charging environmental stability and charging rising property, and to provide its manufacturing method. SOLUTION: The method for manufacturing the toner for developing an electrostatic charge image includes processes of drying the toner particles obtained by a wet method to≤10% water content, cleaning and drying. The toner particles obtained by the wet method are swollen in a water-based medium containing a water-soluble organic solvent, then cleaning, heating to shrink, and drying.
