PROBLEM TO BE SOLVED: To avoid danger of eavesdropping due to alteration by a repeater, etc., by defining transmission paths of encrypted data and key data as different by changing each receiving terminal in a public communication network. SOLUTION: In a data management system for transmitting digital data which is handled by an electronic terminal processor, such as a computer by encrypting it so that it is not browsed and operated by a third party and performs decoding, the key data which becomes necessary when it is decoded when the data is created and a communication network for transmitting the key data and a communication network for transmitting the encrypted data are defined as different communication networks.
