PROBLEM TO BE SOLVED: To form and propose/provide a service desired by a user on site. SOLUTION: A mobile agent 10 executes the moving step of autonomously moving on a network 2; the user agent retrieval step of retrieving a user agent 20 who desires a service based on its own service template at regular time intervals; the service element retrieval step of retrieving a service element 30 necessary for the service; the service generation step of dynamically binding the user agent 20 to the service element 30 based on the service template, thereby generating the service; the service proposing step of proposing the generated service to the user; and the service providing step of executing the service approved by the user.
