PROBLEM TO BE SOLVED: To effectively make the most use of track record data to not only reduce the cost considerably but also provide information such as a travel-time and an expected arrival time even for a vehicle and a pedestrian, without being directly affected by the update of a digital road map. SOLUTION: A movable body travel-time providing device 12 for calculating and providing a movable body travel-time calculates the travel-time of a movable body by a real-time link travel-time collector 4, a positional information collector, a movement track record collector 6, a travel-time DB which stores information on intersections of an origin mesh including origin coordinates and an end-point mesh including end-point coordinates which are disposed like matrices on the basis of data collected by the travel-time collector, the positional information collector and the movement track record collector concerning a plurality of meshes composing the map, a straight line distance between locations which is calculated from the coordinates of the origin and the end-point, and a distance coefficient and a speed between the meshes which are stored in the travel-time DB.
