PROBLEM TO BE SOLVED: To provide a method of producing a composite soft magnetic sintered material which has high density and high resistance, and is further high in the relative permeability of high frequency. SOLUTION: In the method of producing a composite soft magnetic material having high density and high resistance, a zinc oxide layer is formed on the surface of Fe-Co based ferrous soft magnetic alloy powder, and a ferritic layer is formed on the zinc oxide layer to produce stacked oxide film-coated Fe-Co based ferrous soft magnetic alloy powder, the stacked oxide film-coated Fe-Co based ferrous soft magnetic alloy powder is subjected to temporary compacting to produce a temporary compact, the temporary compact is 0roasted in a hydrogen atmosphere to produce a roasted body, the obtained roasted body is hot-forged at 800 to 1,200°C, and, if required, annealing is further performed at 800 to 1,000°C.
