PROBLEM TO BE SOLVED: To provide a technology to manufacture a polyvinyl ether having a reactive silicon-containing functional group or an atomic group at its end. SOLUTION: In the presence of a catalyst comprising a polynuclear ruthenium carbonyl complex in which carbonyl groups are coordinated to 2-4 ruthenium atoms, a vinyl ether compound represented by formula (III) is reacted with a silane compound represented by formula (IV) to form a polyvinyl ether represented by formula (VII). In these formulas, R<SP>1</SP>, R<SP>2</SP>and R<SP>3</SP>are each hydrogen atom or a 1-8C hydrocarbon group, R<SP>4</SP>is an alkyl group, cycloalkyl group, aryl group, aralkyl group or silyl group; X<SP>1</SP>, X<SP>2</SP>and X<SP>3</SP>are each hydrogen atom, a halogen atom, amino group, an alkyl group, alkoxy group, thioalkyl group, alkyl amino group, aryl group, arylamino group, aralkyl group, vinyl group or a heterocyclic group.
