PROBLEM TO BE SOLVED: To provide a charging roll capable of advantageously preventing and suppressing the occurrence of charging sound regardless of applied frequencies of alternating current while satisfactorily securing an image forming performance, and to provide a charging roll which can reduce power consumption of the image forming device. SOLUTION: In a charging roll 10, a dc voltage and an ac voltage are superimposed and applied in the state that the charging roll 10 is brought into contact with an image carrier and, thereby, the surface of the image carrier is charged. Therein, hollow spherical elastic particles 20 having the average particle size of 10-150μm which is smaller than the thickness of a coated layer 16 are dispersed and included in the coated layer 16 of the thickness of 30-300μm.
