PROBLEM TO BE SOLVED: To simplify constitution by providing a pilot circuit for controlling a swash plate with constitution that a vehicle is not rapidly started and results in safety even if a running operating lever is erroneously moved to a running step even during a stop. SOLUTION: An oil pressure system is branched into two systems of the one being the pilot circuit for a controlling a swash plate where pressure oil feed is controlled by one running operating lever L1 to operate a running operating valve and the other being a pilot circuit for controlling a swash plate where pressure oil feed is controlled by the other running operating lever L2. The one pilot circuit for controlling a swash plate is coupled to a swash plate control valve V1 to control the moving swash plate of the one hydraulic pump P1, the other pilot circuit for controlling a swash plate is coupled to a swash plate control valve to control the moving swash plate of the other hydraulic pump P2, and a running stop valve CV to open and close a valve through operation of a running stop switch 20 is interposed at the pilot high pressure circuit 21.
