<P>PROBLEM TO BE SOLVED: To make non-contact communication with an IC card while avoiding a null point present in a communicable area. <P>SOLUTION: In Step S1, the impedance is set to an output impedance A. In step S2, a command for communication confirmation is output from an antenna. In step S3, it is determined whether a response from a non-contact IC card could be received or not, and, in the case where it is determined that the response could not be received, the processing proceeds to step S4. In step S4, it is determined whether a predetermined time has elapsed or not, and, in the case where it is determined that the predetermined time has elapsed, it is determined that the non-contact IC card is positioned at a null point in the current output impedance, and the processing proceeds to step S5. In step S5, the impedance is switched to an output impedance B.
