PROBLEM TO BE SOLVED: To optimize tool paths, cutting conditions, or the like and to optimize entire processes.

SOLUTION: A tool path optimizing part 32 optimizes tool paths of non-machining and machining movements based on machining part information 24 or the like created by a machining part information creation part 31. A part 33 to optimize cutting conditions for each tool finds machining (cutting) conditions to minimize "cycle time×cost". A part 35 to optimize the entire processes finds a machining process sequence to minimize the cycle time of the entire processes including workpiece rotary motions.
