PROBLEM TO BE SOLVED: To provide a waterway shut-off device capable of preventing a discharge regulation object material from flowing to the outside of a site even if the discharge regulation object material flows into a side-ditch around facilities handling the discharge regulation object material, at the occurrence of an unexpected situation. SOLUTION: This waterway shut-off device is provided with a shut-off plate 12 provided descendable into a ditch forming a waterway; a guide means 11 provided along the inner periphery of the ditch to guide the descent of the shut-off plate; at least a pair of wedge means 17, 18 formed at one face 16 of the shut-off plate and a face of the guide means opposed to one face of the shut-off plate, respectively and engaged with each other to perform wedge action; and a packing 24 provided at either one of the other face 26 of the shut-off plate and a face of the guide means opposed to the other face of the shut-off plate to seal a clearance between the other face of the shut-off plate and the opposed face of the guide means in the position where the shut-off plate shuts off the waterway.
