PROBLEM TO BE SOLVED: To obtain a concrete panel as a structural member excellent in sound absorbing effect and electromagnetic wave absorbing effect. SOLUTION: In this sound wave absorbing panel wherein a cement block is mounted on the surface of a structural panel, the cement block is three-dimensionally formed by bending and intertwining a linear object of uncured mortar or concrete whereinto vegetable short fibers are mixed, and the three-dimensionally formed cement block is hardened and turned into a crimped object-like block wherein the linear bodies are partially bound together. The sound wave absorbing panel is characterized in that the cement block is impregnated with 7-40 wt% free water.
