<p><P>PROBLEM TO BE SOLVED: To improve an anti-theft effect by forcing vehicle theft to require more complicated and longer work. <P>SOLUTION: An immobilizer unit 15 is integrated with a lever combination switch unit 20 while being assembled to a vehicle, and attached to a steering shaft 10 with the lever combination switch unit 20 in a sticking-through state.
