PROBLEM TO BE SOLVED: To provide a protective relay system which can prevent a protective relay from taking unnecessary actions due to overcurrent caused by the slippage of a vehicle, a protective relay setting apparatus, and the protective relay. SOLUTION: This protective relay system comprises a protective relay part 11 which protects the main circuit 25 of a vehicle 24 from an overcurrent, a water content detector 2 which detects the water content of a track 4, such as a railway line, a water content detector 12 which receives the signal from the water content detector 2 thereby judging the water content, a vehicle position detector 3 which detects the position of a train 24 on the track 4, a vehicle position detecting section 13, which receives the signal from the vehicle position detector 3 and deciding the position of the train 24 from the detector 3, and a protective relay set value deciding section 14. The protective relay set value deciding section 14 receives the decision results in the water content detector 12 and the vehicle position detector 13, and changes the set value of the protective relay part 11, as required.
