PROBLEM TO BE SOLVED: To enable appropriate switching between a plurality of modes including a cellular communication mode and a tugged information receiving function. SOLUTION: In a communication system 1 comprised of a tugged 50 configured to transmit the predetermined ID information of its own, a server 10 capable of being connected to a cellular communication network 20, and an aggregation point 30 for aggregating the information from the tugged 50, the aggregation point 30 which is comprised of a mobile communication terminal or the like, is provided with an ID receiver 31 for receiving ID information from the tugged 50, and a cellular communication part 34 for performing cellular communication via the cellular communication network 20. Furthermore, the aggregation point 30 is provided with a new mode controller 36 for receiving a switching signal for switching between a plurality of modes including the cellular communication mode and the tugged information receiving function from the server 10, and for performing a mode switching control based on the received switching signal.
