<p><P>PROBLEM TO BE SOLVED: To provide a device and a method for image signal reproduction, which can stably reproduce a video signal at a high speed. <P>SOLUTION: In a step S2004, a skip decoded field counter (s) is set by using a double reproduction speed K and the number f1 of fields that one frame image has. When decoding of the encoded data of one frame to be displayed is completed, it is judged in a step S2007 whether s>0 and when S>0, an advance to a step S2010 and following steps is made to subtract the number f2 (=2) of fields of a picture to be skipped from the counter (s); when the picture to be skipped is I-encoded data or P-encoded data, a decoding process is indicated and when B-encoded data, a skipping process is indicated.
