PROBLEM TO BE SOLVED: To control processing of image information for an image region with respect to an electronic watermark of image processing such as a digital document. SOLUTION: Digitized image information is input to determine whether or not the input image information is a predetermined image region (S1241). Authentication information for controlling the processing for the image region is generated (S1242-S1244), and the authentication information is embedded into the image region (S1245).
