<p><P>PROBLEM TO BE SOLVED: To provide a heater for effectively generating hot water or steam in a short time without requiring a heat source, less consuming energy resources and causing no contamination of environment. <P>SOLUTION: A rotor is mounted in a cylinder and the rotor is rotated at a high speed by a high speed motor. The cylinder has a water entry port and a water delivery port. A plurality of grooves are arranged in at least one of the wall faces of the inner wall of the cylinder and the outer wall of the rotor in the axial direction, and a small gap occurs between the inner wall of the cylinder and the outer wall of the rotor. Thus, when water enters into the small gap between the outer wall of the rotor and the inner wall of the cylinder and the high speed motor rotates the rotor, rapid rotation of the recessed grooves and protruded strips of the rotor causes forcible rapid breakup of the water in the small gap to generate heat energy, whereby the temperature of the water sharply rises.
