<P>PROBLEM TO BE SOLVED: To provide an exhaust emission control device for removing exhaust emission from an internal combustion engine or the like, in particular, for removing particulate emitted from a diesel engine. <P>SOLUTION: The exhaust emission control device includes electrodes (20 and 30) and an insulating honeycomb structural body (10), and collects and burns particulate.
