PROBLEM TO BE SOLVED: To provide a mobile communication system for providing terminal users with the mobile communication service by installing a radio base station device by a person except a mobile communication carrier in the inside or outside of a service area of the mobile communication carrier and for returning its countervalue to a facility provider. SOLUTION: Communication by a radio line is performed with the terminal users 201 to 204 by installing the radio base station device 311 to a facility 321 of a radio base station installation place provider in the service area 101 of the mobile communication carrier. Data transmission/reception between the radio base station device and a mobile communication system exchange network is performed by a terminal user data transfer device, data quantity to be transmitted/received by the terminal user data transfer device is measured by a terminal user information measuring device, the measured value is transferred to a terminal user charge calculation device and charges by every terminal user are calculated.
