PROBLEM TO BE SOLVED: To inexpensively manufacture a large amount of hydrogen for a fuel cell from a gasification fusion furnace gas, to absorb the variation of the generating amount and the use amount of the off-gas as residue after separating hydrogen gas, to stabilize the fuel quality, and to effectively utilize off gas as one of the fuel gas in an ironwork. SOLUTION: Hydrogen gas is manufactured by separating all or a part of hydrogen gas 8a included in the gas 7a generated in the gasification fusion furnace 7 thermally decomposing/gasifying fusing a combustible waste in a high-temperature reducing atmosphere, and the off gas 8b as the residue after separating all or a part of hydrogen gas 8a from the gasification fusion furnace gas 7a, is utilized as the fuel in the ironwork.
