PROBLEM TO BE SOLVED: To provide a combustion control method of a refuse incinerator, and to provide the refuse incinerator capable of reducing the generation of a harmful gas such as CO and NOx even when the low air ratio combustion is performed in the refuse incinerator, and remarkably reducing the total amount of a waste gas discharged from the incinerator. SOLUTION: The primary air for combustion A is blown into a combustion chamber from a lower part of fire grates, a high-temperature gas B is blown into an arbitrary area from a combustion starting area in the combustion chamber to a main combustion area, and the circulated waste gas C at least partially including the gas discharged from the incinerator is blown into an after-combustion area in the combustion chamber.
