Radiant heaters (13, 14) for the pipe internal- and external surfaces are mounted off-axis on a carrier (3) driven in rotation about the pipe axis. Associated with these, numbers of blowing nozzles can be supplied with a vapor or gaseous coolant. Blowing nozzles in the form of tube (12) openings are provided near the heaters, and rotate with them, on the carrier. Their positioning is off-axis relative to the plastic pipe. Nozzles are provided in a concentric supply pipe (4), which projects into the plastic pipe end (2a) to be formed. This also forms a carrier for the heaters (13, 14) and blowing nozzles.
