PROBLEM TO BE SOLVED: To provide a surveillance camera system with a dummy light emission function that is small in power source capacity, shape and the like and can prevent stroboscopic imaging from being identified as such. SOLUTION: At imaging, in addition to light emission timing of a strobe (flash generator) 20, the strobe 20 is actuated for dummy light emission in a dummy light emission pattern timed differently from the light emission timing. An intruder misidentifies a series of dummy light emissions simply as threatening strobe light emissions and fails to notice the stroboscopic imaging during the dummy light emissions, so that the imaging by a surveillance camera 10 can be kept from being identified by the intruder.
