PROBLEM TO BE SOLVED: To provide a method for modifying fuel reduced in labor, time and cost necessary for the modification. SOLUTION: The method for modifying fuel comprises contacting the fuel with ozone under ultraviolet irradiation. Thereby, the ozone is decomposed by the energy of ultraviolet irradiation to form OH free radicals, and the fuel is modified by utilizing the oxidative power of the OH free radicals stronger than that of ozone. For example, in the case of fuel such as heavy oil or light oil containing inorganic components, the inorganic components are oxidized to form the corresponding oxides, and by removing the oxides, the inorganic components can be removed from the fuel, thereby modifying the fuel. Whereas, in the case of fuel containing fatty acids such as vegetable oil, the high molecular fatty acids are oxidatively decomposed to form hydrocarbon compounds and/or oxygen-containing hydrocarbon compounds of high fuel efficiency, thereby modifying the fuel.
