PURPOSE: A filter for filtering out chlorine in city water is provided to remove chlorine and adsorb noxious substance such as heavy metals by filling powder of vitamin and chitosan in a transparent cartridge on which certain holes are formed so that contents are eluted little by little through the holes of the cartridge. CONSTITUTION: In a filter for removing noxious substance in city water, the filter comprises a packing material(3) comprising vitamin and chitosan; and a cartridge(1) for containing the packing material, wherein holes(1a) having a certain diameter are formed on upper part and side surface of the cartridge, and the cartridge is formed of a transparent or translucent material so that the use state of the packing material inside the cartridge is discriminated by the naked eye, wherein the packing material is prepared by mixing vitamin and chitosan in a weight ratio of 1:1 to 1:4, wherein the packing material is mixed with green tea extract or aroma extract, wherein the number of the cartridge holes is 2 to 10, and wherein diameter of the holes is 0.5 to 1.0 mm.
