Dispenser (1) for dosed discharge of a liquid medium from a container comprises a manually operated pivot lever (28) that is pivoted toward the dispenser housing against a restoring force. During the pivoting movement the quantity of medium to be dispensed is transported into a discharge chamber and at the same time a spring element (21) coupled to the pivot lever is tensioned. When a sufficient pivot position of the pivot lever is reached, the spring element is released with an explosive-like pressure drop or is released for a controlled pressure drop on unloading the pivot lever. The spring element is coupled to an element (13) defining the discharge chamber so that during its release the element reduces the volume of the discharge chamber and the medium is transported from the discharge chamber to a discharge opening.
