PROBLEM TO BE SOLVED: To provide a tobacco substitute capable of obtaining a similar effect to smoking at any time and at any place without annoying others and aiming at the mental stability of a user by inhaling a fine amount of nicotine gas evaporating from a nicotine solution mixed with an aromatizing agent capable of dissolving the damage of nose or bronchial mucosa on receiving the irritation of the nicotine gas and masking an irritating smell in the case of inhaling the nicotine gas from the nose. SOLUTION: This tobacco substitute is a kind of snuff, aiming to obtain a similar effect to the smoking while reducing pollution and private damage, and is provided by infiltrating a nicotine solution mixed with aromatizing agents for masking the irritating smell of the nicotine such as menthol, camphor and methyl salicylate into a material having voids, putting it in a tightly closed container, carrying or standing, and inhaling from the nose by opening the lid as necessary in order to obtain the similar effect to the smoking.
