PROBLEM TO BE SOLVED: To provide a data compression device where compilation such as continuous photographing can freely be performed on a tape without a disturbance in a picture even if a compression code using a frame correlation is recorded in a tape recording medium. SOLUTION: The device is provided with a companding part 1 compressing video signals of a prescribed number of frames into an elementary stream composed of coded data in a code amount that does not exceed a prescribed amount being a GOP (Group of Pictures) unit by using intra-frame compression and inter-frame compression, an arrangement part 2 and a phase part 5 which allocate recording tracks where coded data are recorded in the tape recording medium 4, and recording/reproducing part 3 recording coded data being an object of compression processing in the recording track. Thus, a problem that compilation such as continuous recording cannot be performed on the medium without the disturbance of the picture and decoding/display time information becomes discontinuous and compilation becomes more difficult since the frame boundary of a recording unit on the medium is not matched with that of the compression signal when the compression signal using the frame correlation is recorded, and that the picture is disturbed even if the compression code using frame correlation is recorded in the tape recording medium can be solved.
