PROBLEM TO BE SOLVED: To enable a user to select only a content with high quality and to improve the location information distribution service in a mobile environment in particular. SOLUTION: A device for selecting distribution content size is provided with a content receiving part 106 for receiving content from a server 200, an information collecting part 101 for collecting information of the location, moving destination, and moving speed of a corresponding terminal 100 from the received content, a restricted time calculating part 102 for calculating a restricted time for distribution, a characteristic acquiring part 103 for acquiring characteristic information about the receiving capability of a data receiver, a measuring part 104 for measuring communication quality between a server transmitter and a user's receiver, a content size selecting part 105 for selecting a content size transmittable at a probability equal to or greater than a probability to be reference within the restricted time, and a transmitting part 107 for requesting the selected content size and transmitting the requested content size to the server.
