PROBLEM TO BE SOLVED: To provide a heating device with a small load imposed on a heating roller capable of reducing power consumption, and to provide an image forming device equipped with the same and a heating method. SOLUTION: The heating device comprises a heating roller 231 and a pressure roller 232 pressure-contacting each other, and a recording paper P is heated by passing through a fixing nip Y where both rollers 231, 232 pressure-contact with each other. An outside heating roller 233 heats the pressure roller 232 from outside. A time for the recording paper P to pass through the nip Y is within 2.3×10<SP>-2</SP>second. Surface temperatures T1, T2 satisfy a relation T1-T2≤100(°C) on condition that the surface temperature of the pressure roller 231 is T1(°C), and the surface temperature of the pressure roller 232 is T2(°C).
