PROBLEM TO BE SOLVED: To secure an dielectric strength of an insulating layer of an EL element even if the layer is thinned to enlarge its capacity. SOLUTION: Of the EL element made by successively laminating a first electrode 2, a first insulating layer 3, a luminous layer 4, a second insulating layer 5, and a second electrode 6, at least either one of the first or the second insulating layers 3, 5 is made of an Al<SB>2</SB>O<SB>3</SB>/TiO<SB>2</SB>laminated structure film made by alternately laminating an Al<SB>2</SB>O<SB>3</SB>film and a TiO<SB>2</SB>film, and a ratio of a total film thickness of the TiO<SB>2</SB>film to that of the Al<SB>2</SB>O<SB>3</SB>film is 2 or more.
