<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and a processing cartridge which prevent adverse effect on images in various conditions, and output a satisfactory image free of a re-transfer ghost. <P>SOLUTION: The developer carrier 5 is capable of recovering residual developer from an image carrier 1 while a development operation is performed. The direction of the movement of the developer carrier 5 is reverse of the direction of the image carrier 1 in a development position.
