PROBLEM TO BE SOLVED: To automatically provide a chapter and to improve the operability of editing in a recording and reproducing device. SOLUTION: A sound modulation method determining part 100 determines a modulation method of an inputted digital sound signal, and when the previous sound modulation method is different from the present sound modulation method, a break of video recording information when video recording is restarted is registered in a register 101 as a boundary of chapter management information.
