PROBLEM TO BE SOLVED: To provide a low temperature air layer forming system for reducing energy required to produce low temperature air, capable of automatically controlling the thickness of a low temperature air layer. SOLUTION: In the system forming the low temperature air layer in a surrounded space by spouting out cooling air to the lower part of the space surrounded by partition walls, a temperature sensor is arranged at a position with a desired height from a floor surface, and a controller is provided to control so that the jet flow rate of the cooling air is increased more as difference between temperature detected by the temperature sensor and the temperature set to the temperature sensor is larger.
