PROBLEM TO BE SOLVED: To provide a cement milk mixer, which has a simple structure and hardly develops trouble and by which a kneading time can be reduced irrespective of the amount of mixing water in a mixing vessel. SOLUTION: The mixer comprises a rotary shaft provided in the mixing vessel, agitating blades provided on the bottom side in the vessel on the rotary shaft and a screw provided on the rotary shaft as a downward-flow generating means for causing at least the surface part of the liquid and powder or the like floating on the liquid surface contained in the vessel to flow toward the bottom side of the rotary shaft irrespective of the height of the liquid surface .
