PROBLEM TO BE SOLVED: To provide a stem base for a cathode ray tube capable of securing sufficient adhesive strength and withstand voltage by effectively preventing problems that sufficient mechanical strength is not attained, and that the withstand voltage between stem pins degrades because the thickness of an adhesive layer varies with the magnitude of applied pressure when mounting a stem base on the outside surface of a stem when the stem base mounted on the outside surface of the stem of a cathode ray tube and protecting the stem pins etc. is fixedly bonded with an adhesive, and to provide a cathode ray tube device and a method for mounting the stem base for the cathode ray tube. SOLUTION: The stem base 24 is glued on an outside surface of the stem 21 to be welded to an end part of a neck 17 of a color cathode ray tube 23 with the adhesive 31, a recessed part 26 is formed on a stem 24 side of the stem base 24, through holes 28 for inserting a plurality of stem pins 22 are annularly formed in the bottom part 29 of the recessed part 26, a control part 30 whose height is lower than the depth of the recessed part 26 abutting on the outside surface of the stem 21 is formed in the recessed part 26, and a gap is provided between a tip end of the control part 30 and a bottom part 29 of the recessed part 26.
