<P>PROBLEM TO BE SOLVED: To provide a vehicle backward traveling detector capable of surely detecting the backward traveling of a vehicle while specifying the vehicle. <P>SOLUTION: The image of a traveling vehicle is picked up in a prescribed frame cycle, the image information of a number plate is extracted from the picked-up image information of one frame, the extracted image information of the number plate is recognized as character information and also the position of the number plate in the frame is recognized. Then, the recognized position information and character information of the number plate are stored, the stored character information and position information of the number plate of a previous frame and the character information and position information of the number plate of the present frame recognized this time are compared.
