PROBLEM TO BE SOLVED: To properly switch communication systems in consideration of the residual quantity of a battery of a mobile terminal device and lengths of waiting times of a plurality of communication systems.

SOLUTION: A system selection part 18 compares a value of the residual quantity of the battery inputted from a battery residual quantity detection part 16 with a preliminarily set threshold PO. In the case that the battery residual quantity is smaller than the threshold PO, the system selection part 18 reads out waiting times of systems A and B stored in a waiting time storage part 17 and discriminates whether the waiting times are longer than that of a system being selected at present or not and outputs a system switching information according to this discrimination to a system switching part 19. The system switching part 19 switches the system to the system A or B in accordance with the system switching instruction inputted from the system selection part 18.
