PROBLEM TO BE SOLVED: To eliminate the possibility of injuring user's fingers or the like by opening the shutter, which occurs by easily touching the outer periphery of a bare disk rotating at a high speed when opening the shutter while a bare disk is stored in a conventional disk loading device. SOLUTION: When a bare disk is inserted, an elevation cam 10 is rotated by a driving means constituted of a loading motor and a reduction gear to set a chassis 3 to be roughly horizontal. When the rib 36b of a stopper 36 is rotated in association with the rotation of the elevation cam 10, the rib is engaged with the projection 22a of a shutter 22 to close the shutter 22 of the device. When the loading of the bare disk in which the elevation cam 10 is not rotated, the rib 36b of the stopper 36 is not engaged with the projection 22a, and thus the projection 22a closes the insertion port of the device.
